Most front desks will say “we’re USDA-accredited” without telling you whether the actual vet on staff handles international certs. Cut through it:

“Hi — I’m moving my [dog/cat] to [destination country] and I need an international health certificate. Do you have a vet on staff who actually handles international certs — specifically for [destination] — and submits via VEHCS to APHIS? I’m happy to wait for them to call me back.”
