Moving a pet from the US to European Union takes ~3 weeks (rabies 21-day immunity wait). The steps must happen in order: microchip first, then rabies, then the final vet exam and USDA endorsement close to travel.

Some EU countries (Finland, Malta, Ireland, Northern Ireland, Norway) require a tapeworm treatment for dogs administered 24–120 hours before arrival. Check whether your destination is on that list.
